P0-A8: Part 816: Art, Improvements

The terrain smoothing is effectively done for now. I haven’t integrated it yet, but the proof of concept works.
I had some issues with moving ground cover objects, such as trees, etc, when the ground beneath them was smoothing.
In the end, I decided to simply remove the trees from the smoothed area, since the main reason why I am adding this feature is to allow buildings and cities to be placed on flat ground, so it will be necessary to remove the ground cover objects anyway.
Other than that, the system works very well, and even the performance issues seem to be very modest. I could add coroutines and other improvements in the future, but I may not even need to do this.
