P0-A2: Part 473: Oceans

The foliage shader now properly transitions from land to water, and doesn’t render foliage on the water surface.

I have also fixed a lot of major issue with the water. I am currently in the process of workout out how to prevent trees and cities from rendering on the water surface. The cities will be more complicated that the trees, because I want the cities to only appear on flat ground. I will need to figure out how to determine if a terrain chunk is flat enough for a city but also not below the sea level.

The next goal after that will be to fix some lighting issues that are causing visible seams on the water surface. I also need to look into adding randomness to the water coverage, water colour, etc.
