P0-A8: Part 800: Claiming Planets, etc.

I have added the ability for a player to “claim” undiscovered planets to the project.
Players can scan, and then claim planets by landing on them and planting a marker. This is then added to the database, and any other user finding that planet can see the current “owner”.
This will form a very simple basis for eventually adding custom structures (outposts, cities, mines, etc) on planets that players can control, and use for generating resources, etc.
