P0-MS5: Part 301: City Simulator

I have added code to allow CiDy cities to be created procedurally.

This was quite easy, but the issue now is creating the cities on top of the Space Exploration Engine Terrain.

This will be difficult, because the CiDy system needs a solid surface (not necessarily a terrain) to raycast against, and the SEE terrain disables colliders unless they are very close to the player.

Previously, I was enabling the colliders in order to place theĀ  ground cover objects, and then disabling them again. I will probably have to adapt this system to work with the CiDy system.
