P0-B4: Part 1199: Debugging, Improvements

In addition to improving the grass exclusion system slightly, I have also mostly finished the road system.

I still need to do a little more testing, but the rotation and collision, as well as the road mesh generation itself, works at all orientations, and can be paged in/out properly, etc.

Currently, the road system only works at relatively short ranges. IE, it is not possible to create a road between two distance cities, etc, only between relatively close by settlements. I do have a plan to add longer roads, but that is a slightly longer term goal.

The next step is to improve the grass exclusion system so that it can handle grass exclusion over multiple chunks. Currently, only the chunk that the player is on can properly exclude grass from around certain objects, but this causes issues if the player is on a chunk boundary, or if an object straddles multiple chunks.

This is the next problem to solve.
