P0-B2: Part 1088: Improvements, Debugging

The new terrainscanning feature is now, basically, done. At least in concept.
There was a complex bug deep within the multi-threaded code that took some time to solve, but the system now works well.
The next goal is to use this feature for a practical purpose. I intend to add NPC vehicles flying between cities, using the terrain scanner to determine where the cities are before they load in.
I also intend to allow the player to use these transport vehicles themselves.
This, should make earthlike worlds at least feel much more lived in and less empty.
I also intend to make other improvements to the randomly generated cities shortly too.
