P0-A3: Part 507: Persistent Server Refactor

The loadlevelasync feature is working well with my existing paging system, but there are still some bugs and issues to fix.

I will probably still need to make extensive changes to the system to allow it to work reliably in all cases, including over the network, etc.

I also need to make sure that it works properly with the in-game navigation system.

Currently, the issue is that I don’t have position information for the scenes that have been unloaded. I need to find a way to store data persistently for objects and scenes that have been unloaded. I need the persistent data to show objects on the nav screen that are too far to be seen visually.
