P0-MS4: Part 298: City Simulator

After some effort, I was able to get city buildings to only appear on flat ground.
The Space Exploration Engine has a “sea level” setting which sets any terrain below a certain value to be flat. I then needed to determine if a certain terrain chunk was below sea level when creating a city.
I should be more or less ready to integrate the City Simulator Asset now.
